Description + Benefits + Questions What Success Looks Like In This
Job Supervises a team of professional and administrative staff in
the functions of investigating public assistance fraud and abuse,
overpayment of benefits, and the recovery of monies for the Social
Service programs. Examples of Duties for Success Directly
supervises daily activities of employees in the Investigation &
Recovery unit. Provide training, leadership and guidance, ensuring
a high level of performance and compliance with County, State and
Federal rules and regulations. Develops performance objectives,
goal setting and setting standards. Assists in developing
educational and professional development opportunities for staff.
Reviews, revises, and monitors operating procedures, including
management of workflow. Ensures compliance with laws and
regulations. Provides safety for staff, guides interactions with
clients, and completes and documents investigations and recovery
practices. Supervises the Investigation Unit in the processing of
referrals of suspected fraud or inaccurate client information.
Ensures a quality investigation report with factual information.
Provides review, edit, and approval on reports and assures that the
reports address the alleged program violations and/or eligibility
criteria. Supervises the Recovery Unit in the enforcement of
collection of public assistance overpayments and fraud. Reviews all
irregular payment plans and strives to obtain the maximum payment
without causing undue hardship to the client or having the client
return to public assistance. Ensures effective collection efforts
for recovery of public funds. Review all requests for investigation
for jurisdiction and propriety. Assign investigations to unit
Investigators. Manage staff schedules to ensure appropriate
coverage of workload. Assign special duties or make changes in
tasks to meet priority needs. Use investigative and analytical
abilities to identify operational efficiencies. Establish standards
for quality and quantity of work. Review staff work on a regular
basis for timeliness and accuracy. Review all completed
investigations for content and appropriate disposition. Attends
State Administrative Hearings, Civil Trials, Fraud Administrative
Hearings, and Bankruptcy Court proceedings and delivers testimony
when necessary. Collaborates with the County Attorney's Office on
case issues and interpretation of legal documents. Manages
supportive staff in maintaining smooth operations for the
professional staff. Maintains working knowledge of program rules
and system operations and implementing new policies and procedures
as required. With department leadership, collaborates to ensure
understanding of current processes and interpretation and
application of existing rules, regulations, policies, data entry
and procedures. Give special instructions verbally or in writing
when new regulations or procedural work changes are implemented and
ensure that the staff is trained in multiple program rules and
regulations. Works with the public, outside agencies and staff at
Adams County Human Services Department regarding allegations of
Public Assistance Fraud. Assist the economic mobility division as a
subject matter expert when providing training on prevention and
detecting fraud to staff and the community. Communicates and
listens effectively with all stakeholders to foster a transparent
workplace based on open, honest, and respectful practices.

Exercises direct supervision over team members. Assists in the
hiring process for all new employees. Qualifications for Success +
Knowledge of State and Federal Social Service Program Eligibility
Rules and Regulations. + Knowledge of investigation rules and
regulations and techniques. + Knowledge of collection methods,
negotiation, and enforcement. + Ability to direct, manage, and lead
staff. + Ability to collaborate with County Attorney's Office,
other Judicial entities, and interpret legal documents. + Ability
to deliver effective presentations to a variety of audiences and
communicate effectively verbally and in writing. + Ability to
establish, maintain, and foster positive and harmonious working
relationships with those contacted in the course of work. More
Qualifications for Success Experience: Five (5) years of technical
and/or supervisory experience with income maintenance assistance
programs or field investigations work. Education and Training: High
School Diploma or GED equivalent. An associate degree or bachelors
degree is strongly preferred and may substitute for two years of
the required experience. License or Certificate:None. Background
Check:Must pass a criminal background check. Other: Ability to work
in a standard office environment. Knowledge of principals and
practices of supervision, adult learning, and training. Ability to
work with persons in crisis situations and in a high volume,
