Job Description:
Description Responsible for performing energy accounting, energy
reporting, and billing duties for the Energy Markets Settlements
function. Note : There is one position available, and the position
will be filled at one of four job grade levels: Energy Settlements
Analyst I, job grade 6; Energy Settlements Analyst II, job grade 7,
Energy Settlements Analyst III, job grade 9; or Senior Energy
Settlements Analyst, job grade 10. This decision will be based on
the qualifications and experience of the candidate selected, and
Tri-State business needs at the time of hire. Tri-State recognizes

Settlements Analyst Hiring Salary Range: $109,000-$139,000 Energy
Settlements Analyst III Hiring Salary Range: $98,000-$124,000
Energy Settlements Analyst II Hiring Salary Range: $80,000-$99,000
Energy Settlements Analyst I Hiring Salary Range: $72,000-$88,000
Actual compensation offer to candidate may vary outside of the
posted hiring salary range based upon work experience, education,
and/or skill level. Responsibilities Prepare monthly electric
service bills for member systems. Conduct settlements activities
associated with energy imbalance or RTO/ISO markets such as CAISO
and SPP. Collect, analyze, and validate meter reading data used in
power billing and other related activities. Notify any meter-data
provider of data that appears to be inaccurate and coordinate with
the provider to correct erroneous data. Perform counterparty
checkouts to verify and reconcile both quantity and pricing for
electric power and energy, natural gas, and wheeling transactions
conducted with non-member systems. Prepare and/or verify purchase
and sale invoices for non-member transactions including electric
power and energy, electric transmission, natural gas, and natural
gas transportation. Prepare and/or review monthly interchange and
energy imbalance accounting reports. Analyze new and existing
energy, wheeling, and natural gas transactions, and develop sound
methods for accounting and reconciling both quantity and pricing.
Work with internal and external customers to resolve billing
discrepancies. Review, analyze, and evaluate power purchase and
power sale contracts and similar agreements to determine metering
and billing methodology and to verify contract compliance. Review
and analyze miscellaneous transactions for accuracy and proper
billing methodology; ensure proper reconciliation of associated
accounts. Prepare sales revenue, purchase power expense, and
transmission revenue and expense information for submittal to
Accounting, regulatory agencies, and internal customers. Conduct
analysis and prepare reports for distribution to internal and
external customers on a regular or ad hoc basis. Maintain
compliance with all company policies and procedures and attain
knowledge and remain knowledgeable of regulations, laws, standards,
and best practices applicable to functional area. Because Tri-State
has an obligation to provide continuous, reliable electric service
to its customers, the ability to work overtime at any time of the
day or week is considered an essential function of the job. OTHER
DUTIES AND RESPONSIBILTIIES May be asked to fill-in during the
Manager’s absence. Cross train with other Settlements staff.
Perform other related duties as assigned. Qualifications Education
and Training BS/BA in Electrical Engineering, Business
Administration, Accounting, or other related discipline, or an
equivalent combination of education and/or experience. Knowledge,
Skills, and Ability: Proficiency with Microsoft Office suite of
products. Working knowledge of power terminology and electrical
configurations. Ability to read and understand schematic diagrams.
Ability to examine and analyze data for errors and inconsistencies.
Ability to produce detailed work products with a high degree of
accuracy. Excellent oral and written communication skills. General
knowledge of accounting techniques and procedures. Experience:
Eight (8) years of progressive experience in a corporate business
environment. Experience including collecting, analyzing,
validating, reading and reconciling data. Note : The above
requirements describe the experience and education qualifications
for the Senior Energy Settlements Analyst. Those with less
experience will be hired at the I, II or III job grade level.
Other: Willingness to cross train in other positions within
Settlements, if required. Must be able to demonstrate that he/she
can perform all of the essential functions of the position. DESIRED
JOB QUALIFICATIONS Experience with, or knowledge of, energy
imbalance and RTO/ISO market processes and settlements activities.
Billing and settlements experience, preferably with an electric
utility. Experience with software such as OATi, Itron/MV-90, OSI
PI, and RTO/ISO settlements systems.
